You need to specify a map file e.g. gds2.map to logically map Encounter layers (defined in the LEF file) to Cadence IC (Open Access) layers, defined in the techonolgy file indeed.

If you have the technology information from your foundry you should be able to write the map file yourself. Basically open the library LEF file, look at the header to see the names of metals and vias then find the process manual to see which layer numbers they use for those layers and put them in the gds2.map.
